What standard do these codes follow?

The locales generally follow ISO language and country codes specified in ISO-639 and ISO-3166 respectively, concatenated by an underscore. Note there are two exceptions that may not quite follow the ISO standard- ar_AR and es_LA. We use these to denote umbrella locales for Arabic and Spanish, despite in the latter case having a few more specialized localizations of Spanish. I'll add this to the article. AR stands for Argentina, arabian is not spoken in Argentina, SA, which is Saudi Arabia, sounds like a more appropriate choice for the umbrella code.

Where can I find Sicilian - or if needed volunteer for translation? With the current 64 localizations, there definitely should be sicilianu, sardu, and napulatano available.

Yes, I whole-heartedly agree. There are large communities of users who speak these minority languages.
